I have 60Mbps at home, but my overly-egalitarian w ork VPN throttles us all to 2-3Mbps. I feel you.

False. Even having a 56k connection, it would have taken 27 seconds in the 1990’s. Realistically, stretch that to 40 seconds.

All your bandwidths are ITs!
But being throttled by workplace internet isn’t probably something ITs fault, more-so a need for the budget for internet speed and controlling how much bandwidth a given user can hog.

We have constant large outgoing transmissions. I think they gum up the works. Sometimes the downloads are instant, sometimes they are slow.

More like keyloggers, corporate data protection schemes, and intentional network throttling to make personal use less viable than their phone. I am just talking out of my ass since I have no idea what his company internet is like. The scenario I described is very common though.
